Our systems and tools are designed to help make working with us as easy as possible. This page gives you a brief overview of these systems and tools, and includes links and guidance to help you use them.

Education Sector Logon (ESL)

All TEOs use online services for sending and receiving information. The Education Sector Logon (ESL) system manages secure access to these services. If you don’t already have a personalised login to the systems you need, apply now.

DXP Ngā Kete

DXP Ngā Kete is a secure online portal that will allow tertiary education organisations (TEOs) to share information with us and access information products.

DXP Ngā Kete functionality is being released incrementally for you to use over 2024 and 2025.

Use DXP Ngā Kete now to:

  • submit forecasting data, Investment Plans, strategic intent documents and reports for us to review
  • access notices and documents we have published
  • upload or add documents for us to review.

For key dates when remaining Workspace 2 (WS2), Services for Tertiary Education Organisations (STEO), Industry Training Register (ITR) and Ngā Kete functionality will transition to DXP Ngā Kete and what you need to do, see Transitioning to DXP Ngā Kete.

Services for tertiary education organisations

The services for tertiary education organisations (STEO) website is jointly managed by the Tertiary Education Commission (the TEC) and the Ministry of Education (MoE). The site provides a range of services to TEOs, including the Single Data Return (SDR), and managing courses, qualifications and delivery sites on the Course Register and the Qualifications Register.

Single Data Return

The Single Data Return (SDR) is an electronic database of learner enrolment and completion information required by the TEC and MoE.

All TEOs that receive funding, (YG) funding, and/or have students with student loans or allowances, need to complete a SDR three times a year through the services for tertiary education organisations (STEO) website.

Workspace 2

Workspace 2 is a secure online system that allows tertiary education organisations (TEOs) to share information with us.

Workspace 2 is being replaced by DXP Ngā Kete incrementally over the 2024 year. For more information go to Data System Refresh (DSR) programme.

Continue to use Workspace 2 to:

  • submit delivery data (including for Gateway and other templates including for Intensive Literacy and Numeracy [ILN], English for Speakers of Other Languages [ESOL], and Adult and Community Education [ACE])
  • submit or upload all Fees Free delivery data and reports.

Our information product library

Our information product library is now accessible via the secure portal. It can be used by our staff, TEOs and selected sector agencies that have an authorised login. The library includes business intelligence tools that allow users to explore and analyse selected sector data.

Ngā Kete

Ngā Kete is a secure portal that allows you to search and browse across multiple public and private information sources from one place. It also gives you access to our information product library. Staff in TEOs and selected sector agencies can access  through an authorised login.

Note: Information products will be transitioned to DXP Ngā Kete during 2024 and 2025. For more information, see Data System Refresh (DSR) Programme.

Accessing Ngā Kete

If you are a Tertiary Education Organisation or sector agency, have an existing Education Sector Login, and have not accessed Ngā Kete before, you will need to apply for Ngā Kete access using the appropriate form sent to the Ministry of Education helpdesk. 

If you are a school that receives Gateway or Adult and Community Education funding, please contact your authorised administrator to request access to Ngā Kete.

Industry Training Register

The Industry Training Register (ITR) is an online real-time tool that collects trainee and apprenticeship data from organisations that receive funding from the (ITF). We then use this information to calculate the organisation’s funding and monitor their educational performance.
