The key changes that affect tertiary students, and education and training providers are:

• introduction of a new governance framework for wānanga that better reflects the nature of the Wānanga relationship with the Crown and principles of te Tiriti o Waitangi/the Treaty of Waitangi
• university and wānanga annual reports to include information about employee, former employee, and chief executive (vice chancellor) remuneration of $100,000 per annum and above
• removal of the requirement that tertiary education institutions (when not bound by any collective agreement) must consult the Public Services Commissioner when appointing senior staff
• a minor amendment to ensure that, if the term of a Te Pūkenga council member expires before their successor is appointed, the member can continue in office until their successor’s appointment takes effect
• amendment to the definition of ‘domestic student’ in the Act so that holders of a residence class visa studying overseas must satisfy criteria in the Education (Tertiary Education – Criteria Permanent Residents Studying Overseas Must Satisfy to be Domestic Students) Regulations 2016 to be considered domestic students.
